LANCASTER, Pa. — Minutes after President Bush issued his fourth veto Tuesday, lawmakers from both parties in Congress began searching for the votes they need to override him and expand a children's health insurance program.
At least two Democrats — Reps. Dan Boren of Oklahoma and Diane Watson of California — have said they will switch sides and vote Oct. 18 to bypass Bush.
The House is about two dozen votes short of the 289 needed to override Bush. The Senate originally approved the program with 67 votes, enough to withstand Bush's veto.
"It is now up to the holdouts in the House to decide whether to vote their conscience or join the president in putting ideology above kids," said Sen. Charles Schumer, D-N.Y.
At issue is how to expand the State Children's Health Insurance Program (SCHIP) that provides health coverage for children who live above the poverty level but whose families cannot afford private insurance. Before arriving here, Bush vetoed a bill that would provide an additional $35 billion over five years to the program.
