"Dr. Seuss' Horton Hears a Who!" took the No. 1 spot at a soft foreign box office for a third weekend, while the gambling drama "21" opened at No. 2, according to studio estimates issued Sunday.

"Horton" hauled in $10.6 million from 56 markets, taking its overseas total to $104.9 million. It ranks as the biggest-grossing Dr. Seuss title internationally, outpacing 2003's "The Cat in the Hat" ($32.8 million) and 2000's "How the Grinch Stole Christmas" ($85 million).

"21" scored $8.1 million from just six markets. It won the top spot in five of them, including the U.K. ($3.2 million) and Germany ($2.2 million). It will open in 13 markets this coming weekend, including Italy, Brazil and Russia.
